 I wonder what those web sites are doing...  one alternative that might
 solve this problem without stopping and restarting tor would be to place
 the browser in offline mode when you want to prevent open pages from
 accessing the network.

 Related to stopping and restarting tor:  the changes we made to Tor
 Launcher for #11199 provide a way to restart tor if it exits.  You will
 need to manually kill the tor process since we do not provide a GUI within
 the browser that allows you to stop tor.  When the browser asks if you
 want to restart it, choose Cancel.  Then, you can restart tor later from
 within the Tor Network Settings window.

 Will one of these alternatives meet your needs?  The #11199 changes will
 be included in Tor Browser 4.0a1, which will probably be avsailable within
 the next week.
