 This may or may not be a good idea, but in ticket #12777, it was suggested
 that we may want to sort Tor Launcher's PT selection dialog based on our
 expectations of their success/security, rather than alphabetically.

 This probably also means creating another pref somehow that specifies this
 ordering, so we can change it via configuration rather than Tor Launcher
 update.
