 Ruben expressed the need for having a list of all the reports published by
 ooni-probe so far. They need this in order to learn if there are new
 reports to be processed.

 This should be in the form of a single text file containing the list of
 published reports. This task is to be run before the reports are published
 on the public HTTP server (https://ooni.torproject.org/reports).
