 So I think the issue is the fact that you are not waiting enough time for
 the Tor Hidden Service to be published to the HSDir. To be sure that every
 time you restart oonib a new HS address is not being generated you should
 set `tor_datadir:` to some directory where we will store the keys of the
 HS for the collector.
