 Proposal 230 adds support for relays and bridges to migrate from one
 identity key to another.  A relay or bridge that uses this new feature
 switches to a new identity key and includes information about its old
 identity key in its server descriptor.

 Here's a list of things we may want to do in Onionoo, in descending order
 of priority:

  1. migrate all history we have about a relay or bridge to the new
 identity,
  1. support searches by old identity keys for 60 days after the migration,
  1. support searches by old identity keys forever, and
  1. include list of old identity keys in details documents.
