 I tested it using the same OONI test that I originally discovered the bug
 with. OONI is using txtorcon, and txtorcon sends a `RESETCONF` to Tor at
 just the right moment to trigger this bug.

 I tested OONI with my new branch and it worked. If I test it with the
 current master, it takes 60s to bootstrap.

 I will try to think of better ways to test this.
