Comment:

 That's not a log; that's a file where server descriptors are stored.
 They're the information that you need to connect to a server directly or
 indirectly.

 The time there isn't the time at which you connected to the server; it's
 the last time at which the server was listed in a consensus.  Tor uses
 that to know when it can throw the descriptor away because it hasn't been
 listed in a long time.
