 Consensuses and votes contain these lines:

 valid-after 2013-09-25 13:00:00
 fresh-until 2013-09-25 14:00:00
 valid-until 2013-09-25 16:00:00

 You could invalidate consensuses and votes after fresh-until.  Checking
 when a server descriptor or extra-info descriptor is not used anymore is
 slightly more difficult and probably requires looking at dir-spec.txt or
 the code.  (We can move this discussion to the ticket.  Feel free to
 paste this there if it's useful.)
