 I can see how it would be interesting to add a small portion of vote
 history, but I don't see yet how this would scale.  Let's postpone this
 discussion until we know that current vote information is useful, and then
 open a new ticket for it if we still think it's a good idea.  This ticket
 should only be about the most recent vote information we have about a
 relay.
