 It sounds like your TBB doesn't have a geoip file in it, or doesn't have a
 torrc line to point tor to the geoip file.

 I think Erinn fixed this bug in the 0.2.4.17 TBB for Linux:

 but it looks like she left it out of the changelog:

 Erinn, a) we should probably put it into the changelog, even
 retroactively, and b) what else are we leaving out of the changelogs? :)
