 I'm not so fond of the idea of making Tor open listener ports without the
 user's say-so.  Let's not do that.

 Perhaps instead we should just detect "You probably need an ExtORPort" (or
 "You definitely need an ExtORPort") and issue an appropriate warning.
 That's what I'd suggest.
