 There is a (closed) ticket about this on trac's trac:
 http://trac.edgewall.org/ticket/8002

 They say to use use_public_cc, but when I did that it just shared people's
 emails in the To: header. So, still not sure what the solution is (or why
 it changed), but I'm trying to figure it out!
