 With the new Trac, mails sent do not have a "To" header. This triggers the
 MISSING_HEADERS and REPLYTO_WITHOUT_TO_CC Spamassassin rules and got the
 messages classified as spam. Previously mails had the header "To:
 undisclosed-recipients:;".
