 Tails users complain that our web browser calls check.t.o on startup. We
 already have versioncheck_enabled=false, but still, it does connect to
 check.t.o.

 I've tried setting versioncheck_url="about:blank" and
 test_url="about:blank", it still connects to check.t.o. This looks like a
 bug in Torbutton, doesn't it?

 Reproduced with tor-browser-gnu-linux-x86_64-2.3.25-12-dev-en-US.tar.gz.
