 If `torbutton_initiate_remote_tor_check` fails due to connectivity issues
 with check.tpo, then we are left with a tor status of kCheckNotInitiated,
 which counts as success in `tor_check_ok`

 We don't seem to reschedule another check other than when a new window is
 opened, unless I've missed it. I'd propose either:
 - scheduling a recheck in a few seconds
 - adding a call to `do_tor_check` from within `tor_check_ok`
 - adding `do_tor_check` to tabopen events
