 Why does a `Makefile` (which unless for very specific corner cases is used
 to ''build'' stuff) gets installed as part of the `data` directory?

 The `component.json` and `.bowerrc` are files that are used to manage the
 JS embedded libraries. How can they be relevant outside of the canonical
 Git repository?
