 TorBirdy could refresh the keyring in the background using a similar
 scheme than the one used in
 [https://gaffer.ptitcanardnoir.org/intrigeri/code/parcimonie/ parcimonie].
 Simplified, it boils down to pick a random key in the keyring every 10
 minutes and use a new Tor circuit to query the configured keyserver.
