 (We'll actually be spreading our directory fetches over all our directory
 guards at bootstrap this way. So it is probably less secure, since talking
 to more than one guard is bad. But a) we quite quickly start to use the
 other guards, so it's not like we actually keep the security, and b) if we
 wanted to use fewer guards we should do that in #9273.)
