 but cautioned that it probably wouldn't work if the culprit was indeed the
 channels code. Indeed, the above configuration didn't help when I tried it
 today. If I hack the proxy code to make just one connection instead of two
 (undoing the workaround mentioned in comment:2), the tor client hangs
 after bootstrapping 50%. (I waited a couple of minutes to make sure it
 wasn't #9229.) Allowing the proxy to make two connections, bootstrapping
 finishes.
