 I think this needs a lot more work. Ideally, the manual should:

  * Give the user an idea of why she should care about digital signatures
 in the first place.
  * Explain what digital signatures are and where to get the software
 required.
  * How to use said software on Windows (at the very least, bonus for OS X
 and Linux).
  * Explain the commands used in the terminal, how to know which key to
 download and use.
  * How to interpret the result you get once you verify the bundle.

 The Tor Project website contains useful information on this topic, but we
 need to find a way to simplify it, make it a bit more user friendly, and
 put it together in one manual.
