 At first glance, the attached patch appears to solve this part:

 > Hm. This should be as simple as adding a
 control_event_bootstrap_problem() call to whatever part of the code
 generates that message, I think...

 But not this part, yet:

 > Though we should also have a controller message and a log if *all*
 bridges are unuseable.
