 Depending on the threat model we choose, we should be careful so that the
 number of Introduction Points of a  Hidden Service does not reveal too
 much information about its popularity.
 For example, maybe an attacker should not be able to do "Oh, this HS has
 19 IPs, which means that it's getting somewhere between 15k to 16k
 introduction requests a day.".
