Comment:

 To make it easier and to require no code changes, maybe not move that
 file, just mirror it.

 Could the person (Erinn?) who updates
 https://check.torproject.org/RecommendedTBBVersions also upload a copy of
 RecommendedTBBVersions to
 https://www.torproject.org/dist/torbrowser/RecommendedTBBVersions ?

 As far I understand, this would be just one more line in your build
 instructions or upload script.
