 Here is what I'm leaning towards:
 For showing that rulesets were applied, display a counter.
 For showing HTTPS Everywhere is disabled, icon goes gray as suggested.

 I've attached a <b>quick</b> mockup (still requires a ton of
 tweaking/beautifying and moving counter closer to icon, etc). It's far
 from perfect, but one should be able to understand the general idea.
