 Would it be possible to collapse the list of relay flags?

 https://metrics.torproject.org/consensus-health.html#relayflags

 Probably so that it works without JavaScript and is available to the
 majority of browsers.

 Collapsed by default and expanded when you click on it, maybe with
 collapsing it again on another click.
