Comment:

 circuit_note_clock_jumped is not exactly amenable to what I'd need here.
 Based on the log, it seems like the clock jumped only a second or less. I
 am not sure we could actually make a reliable measure of that..

 However, my branch should be good enough to guard against the four cases I
 listed above, so we should probably merge that.

 I also added a commit to lower this log message to LD_CIRC at notice and
 clarify it a little.
