Comment:

 mikeperry/bug7799 (e6de8fb0251392c98276a9d32f201497149965bf).

 Note I added the circuit identifier to the log line in this version of the
 patch, so we can tell if this is just one circuit hitting the condition
 over and over again for hours or if there are multiple circuits involved.
