Comment:

 I think the answer here is to simply disable these two features for now.
 The offline cache appears not to obey our 3rd party cache isolation
 (#8421), and IndexedDB appears to have no easy way to clear the entire
 thing. Also nobody uses it.

 Pushed this to origin/master.
