Comment(by asn):

 Karsten, should I be counting `GEOIP_CLIENT_NETWORKSTATUS` or
 `GEOIP_CLIENT_NETWORKSTATUS_V2` geoip actions, instead of
 `GEOIP_CLIENT_CONNECT` ?  That is, should I be counting the number of
 consensus fetches, or the number of direct connections? In your last
 email, you seem to be implying the former.
