 I am encountering this issue with:
 tor-browser-2.4.12-alpha-2_en-US
 in Windows 7 64 bit

 I was unable to reconnect to tor, so I checked the log and saw:
 [Warning] Error replacing "C:/Tor Browser/Data/Tor\cached-microdescs"

 So I deleted the file, and was able to restart tor. The next day, tor
 stopped and I had to repeat the procedure.
