Comment(by iang):

 Encouraging users on slow connections to be bridges seems to make much
 more sense than encouraging them to be relays, no?  Even "all (stable?)
 clients are automatically bridges" makes plausible sense, whereas "all
 (stable?) clients are automatically relays" will make the consensus melt.
