Comment:

 The [https://aws.amazon.com/marketplace/help/200940490 registration
 prerequisite] include credit cards, U.S. bank accounts, and W-9's. The AWS
 Market Place seems a bit too commercial for us, even if we could offer Tor
 Cloud AMIs for free.
