 This is a great other research question that we should investigate
 (probably with its own ticket).

 In particular, I have the feeling that clients who are online constantly
 *don't* fetch a mean of 8 consensuses a day -- I think it's quite a bit
 more often than that, and I bet there are some bugs to explain it. We have
 the torperf logs as example Tor-clients-online-constantly, and I vaguely
 remember that I've had a discussion with Karsten about this topic in the
 past. Karsten?
