 I like the idea. I also agree with Andrea about merging this for now and
 deciding on a better improvement later.

 (BTW, in #7241 there are some funky graphs (ticket:7241:comment:5) that
 say that in a period 72 hours, the Tor network remains more than 95% the
 same wrt bandwidth weights.)
