 It is known (http://cacr.uwaterloo.ca/techreports/2012/cacr2012-11.pdf)
 that clients rotate their guard sets every 30-60 days (length randomly
 chosen). This behavior is not discussed in the path specification
 (torspec.git/path-spec.txt). This is important for users and researchers
 to understand security.
