 Hm. We need to think about migration on this one too.  If anybody's got
 their configuration, data directory, or geoip stored roamingly, do we
 really want to ignore their old settings?  Maybe so.

 Also, I am pretty sure that TBB is *supposed* to override everything in
 tor.exe that would look at the default values that would actually look at
 %APPDATA% -- so that mitigates the issue some -- but it would still
 probably be a good idea to switch.
