 The Measurement Tracker. In here we keep track of active measurements and
 issue new measurements once the active ones have been completed.

 Inside of tests/test_manager.py there is an outline of how the unittest
 should look like. TestMeasurementsTracker should be renamed to
 TestMeasurementsManager.
