Comment:

 By the numbers, I think this is a less critical issue than you think.
 Even uncompressed, this is on average a 0.23 percent (that is, less than a
 quarter of a percent) overhead on each microdescriptor.  Compressed, it's
 0.12% overhead or less once you're fetching a reasonable number of
 microdescriptors.  A quarter of a percentage point of waste is just not a
 blocker.

 That said, it *is* an easy fix to make the clients and servers not require
 that =, in case we want to omit it in the future for some reason.
