 (Finally, found the paper I mentioned in my first post. It's Lasse and
 Paul's `Valet services: Improving hidden servers with a personal touch`
 and the idea is detailed in subsection `Distributing tickets` of section
 `3.2`. Unfortunately, IIRC their idea depends on the `Valet services` idea
 which is not-implemented and controversial (proposal 142 is related). When
 I get some time I should reread the `Valet services` paper.)
