Comment(by proper):

 Getting this into Debian as a real package (non-downloader) is a lost
 cause anyway due to the anti code duplication and no-dotfiles policy. The
 TBB profile folder has no right for existence the Tor Browser would have
 to create it after starting - this would require getting many patches
 merged by Mozilla and they are neither interested nor review patches at a
 reliable speed.

 But maybe one thing could be done for Debian... A package called "add
 torproject.org deb repository and torproject.org signing key"? So as first
 step the user could install the deb package, update package lists, then
 install Tor Browser form tpo repository.
