Comment:

 NS_EXPIRY_SLOP looks like all it's used to do is tell us to call
 router_dir_infor_changed.  So that one can change too.  I have no idea
 what I was talking about when I called a value one "Too high".

 See feature7986 again -- does that look like what you meant?
