Comment:

 The right solution here is in branch my branch bug7870_024, but arma's
 original comment is right: we shouldn't mark the whole circuit as
 unsuitable for new circuits just because of this failure.  Fortunately,
 there's a not-too-hard way to fix that; see #10478.
