 Start a Tor 0.2.4.x client. Then connect to it with a control port and ask
 getinfo circuit-status. It will probably have 14 or so circuits open. What
 the heck?

 If this is a network-wide trend, our roll-out of Tor 0.2.4.x, and TBB 3.5,
 is going to quickly grow to hurt the Tor network.
