 Simpler fix is to pass ''where' to microdescs_parse_from_string(). It's
 safe to assign ''saved_location'' accordingly to 'where'' as it already
 known what is body pointer about. dirvote_create_microdescriptor() should
 to pass SAVED_NOWHERE to microdescs_parse_from_string() for this case,
 it's actually saves md nowhere yet.
