Comment:

 I've tried to install HTTPS Everywhere several times before and I've
 always encountered this problem.

 I tried this link: https://www.eff.org/files/https-everywhere-latest.xpi
 As well as some of the ones from the recent releases section. Today only
 this one, though: https://www.eff.org/files/https-everywhere-3.4.3.xpi

 The problem kept popping-up so I decided to try downloading the extension
 and installing it manually. That actually worked. However, it took more
 time than it should, in my opinion, for the download to start. This time
 delay is probably what caused the traditional install to fail.
