 I found [http://trac.edgewall.org/ticket/10825?cversion=1&cnum_hist=12
 this bug] mentioned on trac's trac. I've implemented the suggested change,
 which is to change {{{default_owner =}}} to {{{default_owner = < default
 >}}}. I tested in #10377 and it seems fixed now. Please reopen if you run
 into any other issues!
