 We should create a pref to enable rules that trigger mixed content
 blocking in Firefox. For some positions of the security slider in Tor
 Browser (#9387), we may want to force HTTPS even if mixed content doesn't
 load. We may also want to alter the behavior of the mixed content blocker.
