Comment:

 Solved by waiting long enough for the graphs to not exist anymore.  I
 tried to reproduce the problem by generating the
 [https://trac.torproject.org/projects/tor/attachment/ticket/7057/task-7057.png
 graph] using the [https://metrics.torproject.org/data/old-user-number-
 estimates.tar.gz old data and graphing code], but I can't spot anything
 unusual.  I'd say this problem is fixed.  Please re-open if the problem
 still persists.
