The Tor Project's 2012 Financial Report from
 https://www.torproject.org/about/findoc/2012-TorProject-
 FinancialStatements.pdf
notes that what appears to be Tor's largest single source of funding is a
$876K U.S. Department of Defense grant obtained via the Stanford Research
Institute that's described on PDF p.11 as follows:

"U.S. Department of Defense Pass-Through from SRI International
Basic and Applied Research and Development in Areas Relating to the Navy
 Command, Control, Communications, Computers, Intelligence,
 Surveillance, and Reconnaissance".

Despite this (welcome) financial transparency on Tor's own website, Tor's
 "Sponsors" page at
 https://www.torproject.org/about/sponsors.html.en currently lists its
largest donor as "an anonymous North American NGO."

 Per Andrew's response (https://lists.torproject.org/pipermail/tor-
talk/2013-August/029640.html), I have submitted this bug report.
