 Yes,

 The config just contains the latest tab you have been in the add-ons page.
 The next time pressing Add-ons leads you to the same tab.

 When this pref is set by default to addons://list/extension, when you
 click Add-ons the first time it opens the Extensions tab by default
 without any Mozilla connection.

 If user switches to Get Add-ons or another tab later, the config will be
 updated and that same tab will open the next time. I don't know if this is
 a problem, or if the config should be set again each time starting Tor
 Browser.

 But at least an overridable default config is better.
